Started in 1987 as a response to the tallest hotel at the time, the Singapore Westin Stamford Hotel, built by the South Koreans, it was scheduled for completion in 1989. The collapse of the communist block indirectly resulted in construction coming to a halt in 1992. Works resumed in April 2008 under the supervision of Orascom, Egyptian group already present in the country through Koryolink.
